The institution of Waqf represents one of the most enduring traditions of philanthropy, public service, and community welfare in Islamic civilization. The tradition of Waqf in J&K has deep historical roots and has contributed significantly to the maintenance of religious institutions, promotion of charitable activities, and advancement of public welfare. Over the years, a structured framework evolved for the administration and protection of Waqf properties, ensuring that these sacred endowments continue to fulfil the noble objectives for which they were created.
Following the enactment of the Jammu and Kashmir Reorganisation Act, 2019, the Central Waqf Act, 1995 was extended to the UT of J&K, bringing Waqf administration in the region in line with the national legal framework. The J&K Waqf Board was accordingly constituted as the statutory body entrusted with the management, regulation, protection, and development of Waqf properties across the Union Territory.
Today, the Jammu & Kashmir Waqf Board serves as the apex institution entrusted with the administration and development of numerous shrines, mosques, graveyards, educational institutions, and other Waqf properties across the Union Territory. As the custodian of a rich spiritual and cultural heritage, the Board is committed to safeguarding Waqf assets, promoting charitable and welfare activities, and ensuring efficient, transparent, and citizen-centric administration.
Under the leadership of Dr. Syed Darakhshan Andrabi, Hon'ble Chairperson, the Board has witnessed a period of significant transformation marked by administrative reforms, modernization of shrine infrastructure, strengthened governance mechanisms, and enhanced facilities for devotees and visitors. Through a progressive approach focused on accountability, innovation, and service delivery, the Board has emerged as a more responsive and forward-looking institution dedicated to preserving the sanctity and legacy of Waqf institutions.
